Dear Registered Architects,

Invitation to Nomination of Registered Architects to Contractors Registration Committees (CRCs)
under the Buildings Ordinance (Tenure 2021/2022)



The Architects Registration Board, HKSAR (“ARB”), is invited by the Buildings Department (“BD”) to nominate not less than 13 registered architects (“RAs”) for the BD’s consideration of appointment to the captioned Committees for the next term of two years commencing 1 January 2021. For details, please refer to the attached letter from BD, which is self-explanatory.

The function and composition of the CRCs for registered general building contractors (RGBC) and registered specialist contractors (RSC) are listed in Appendix A for your information.

Please note that a nominee should satisfy the following criteria as set by BD:

a. Must be an Authorized Person;
b. Must not be a member of the Authorized Persons’, Registered Structural Engineers’ and Registered Geotechnical Engineers’ Disciplinary Board Panel or the Registered Contractors’ Disciplinary Board Panel;
c. Should not be serving more than 6 government boards or committees concurrently (including the nomination to serve in CRCs and/or Minor Works CRCs);
d. Should not be a member who would have served in the CRC Panel for more than 4 years cumulatively through a life span, as on 31 December 2020;
e. Must be able to speak and understand both Chinese and English;
f. Should be an experienced practitioner in the construction industry; and
g. Should be available for attending CRC meetings which may be held around 2 sessions per month.



I am obliged to draw your attention to the following fact that

1. Please refer to Appendix B for list of current and recent members of the CRCs nominated by ARB;
2. The appointed members are required to undertake to hold information in confidence, to declare conflict of interest and to inform me when they are no longer suitable to be appointed. Please refer Appendix C for reference.
3. For undertaking by members of CRC Panel and CRC, please refer to Appendix D for details.
4. The BD may disclose to the public, without necessarily obtaining consent from members, information about the appointed members and meetings. Please refer to Appendix E for details. Upon appointment, the Secretary of Home Affairs will invite members to provide their personal particulars and the secretary of the CRC will keep records and in the interests of transparency; such records will be disclosed to the public on request.



To ensure a well-balanced representation, ARB would take into account gender balance and all age groups in participation in such advisory and statutory bodies, where appropriate.
